Completely agree with him. A few years ago my parents lodged a German exchange student (think they were getting bored with no kids left in the house?) and he was shocked by the lack of driving ability of young drivers here. It is about time the Australian government started paying attention to the way it's supposed to be done, instead of using scare tactics and fines to compensate for a lack of knowledge.
