Temperature problems

Hi,
i have a liberty 97 model that keeps showing overheating problems when its not??
i have changed the thermostat twice (Used original parts), changed the radiator, changed the temperature sender and it doesn't use any water.
It will show normal temperature when driving but the moment i stop turn off the engine and restart it to drive again the guage climbs to the very top but the engine is still at normal temp when i check it??? Then if i leave it for an hour or so it is ok again??
Does anyone have any ideas??

did you bleed the cooling system so you dont have an air bubble? also could be a guage problem or the wire is earthing out to show you hot...

Thanks for that!
I had a mechanic do the radiator so i presume it was bled properly but will try the other things you suggested first.
