'surging' acceleration while the air-con is on

I was driving my girlfriend's 2003? Ford Laser the other day and it was having a bit of an issue.

When the engine was under a bit of load (accelerating uphill) with the air-con on it seemed to be 'surging' for want of a better word. When we turned the air-con off it stopped. Cruising is fine. I was thinking it may be the aircon belt slipping or something like that?

Any ideas?

my dad's fairmont has this issue, its something to do with the air idle control solenoid might not be the same for you but its worth checking for broken vacuum hoses that are cracked or loose. i took one look under his hood and was stumped by all the plastic lol
